The Planning Services Division was responsible for land development structure plans and local plans. It provided professional advice on development control matters and planning and land use implications of national and regional policies including housing, industry, the countryside, recreation, energy, minerals, hazardous uses and waste disposal. It promoted planning research and maintained a register of industrial sites. The Division also managed the Welsh Office's Drawing Office and maintained a Map Library, Air Photographs Library and a Land Use Records System. In 1991, Planning Services Division was amalgamated into the Welsh Office's Planning Division (within Transport, Planning and Environment Group).
