After the recommendations of a report, in 1962, by an internal Treasury Committee on Treasury organisation, three finance divisions were created (FD 1-3) to bring together the responsibilities for overseas aid into one area. FD1 dealt with general overseas development questions whilst having no direct territorial responsibility. FD2 and FD3 covered all territories, having or having received development assistance as a predominant factor in their relationship with the UK.
