The Advisory Panel was appointed by the Chancellor of the Exchequer in 1951 to consider application made to it under the 1952 Income Tax Act. The first panel was chaired by Lord Kennet, with Sir Kenneth Swan and Sir Bernhard Binder as members. The number of members was increased by one some years later. The first secretary to the panel was HR Powell of the Treasury, who was also secretary to the Capital Issues Committee. In 1960 secretaryship of the panel became a responsibility of the Home Finance Division. It was subsequently held by a series of divisions: the Finance (Statistics), the Public Income/ Outlay, the Central Economic and the Fiscal Policy divisions.
