Draft letter from the Poor Law Board, to Samuel Harding, Clerk to the Guardians of the Newcastle under Lyme Poor Law Union, enclosing copies of Inspection of Parochial Union Schools Form XXII. Teaching Certificate from the Committee of the Council on Education awarded to Edward Ellison, Schoolmaster and Mary Lodge, Schoolmistress, based on the inspection by H G Bowyer, H M Inspector of Parochial Union Schools, on 9 February 1858. The certificates show the board's estimate of the candidate's qualifications and the sums allowed from the Parliamentary Grant for teachers.
