HM Treasury committee papers are a departmental record of the business of committees. A committee is formed because a division needs to monitor a certain area of work. The procedure for processing the work entails the issue of notice of meetings papers, agendas and minutes of meetings. In the main, once a committee is formed its lifespan is a year or more, but some committees are formed on an ad hoc basis and last for only a few months.
