Description

Printed material used by Sir Reginald Welby (later Lord Welby) both before and after his appointment as permanent secretary to the Treasury from 1885 to 1894. Some papers of his predecessor, Sir Ralph Lingen (later Lord Lingen) are also included. Subjects covered include: civil list; civil service (Ridley Commission); Crown lands; customs and excise; Egypt; Ireland; mercantile marine; public loans; savings banks and Suez Canal Company.

Each volume also incorporates Welby's correspondence and memoranda arising from or relating to the subject matter of the papers.

Sir Ralph (Robert Wheeler) Lingen (later Baron Lingen) was permanent Secretary of the Treasury from 1879 to 1895. Sir Reginald Earle Welby (later first Baron Welby) was assistant financial secretary of the Treasury from 1880 and Permanent Secretary from 1885 to 1894.
