Establishment Circulars were a special series and they had a standard circulation list.
They were first issued in 1949 and were created to remove any confusion caused by the use of both Establishment Officers' Circulars and Treasury Circular series for issuing instructions on establishment business to departments. The Establishment Officers' Circulars series was discontinued but Treasury Circulars were continued although confined to matters of a non-establishment nature (e.g. financial matters).
