Administrative / biographical background

The Establishment Departmental (EG) Division was set up in April 1938. It dealt with general policy on pay, pay scales, starting pay and conditions of service of the general grades throughout the Civil Service; equal pay; Whitley Councils and Staff Associations; arbitration; all types of allowances to staff; Estacode; and conduct and discipline. The EG Division also gave advice to Establishment divisions that dealt with specialist and departmental grades.

In the Treasury reorganisation of 1962, EG Division became the Civil Pay (CP) Division, and took over all pay and conditions of service questions from other Divisions: Defence Personnel (DP); Arts and Sciences (AS); Establishments Departmental (ED); Establishments Professional (EP); Government and Allied Services (GS); Law and Order (LO); and Social Services (SS). Staff welfare matters were transferred to the new Establishments Management (EM) Division.
