Administrative / biographical background

The Committee on Trading with the Enemy was set up by treasury minute of 4 August 1914. It evolved from the report of the Sub-Committee of the Committee of Imperial Defence.

The committee was 'to consider, with a view to co-ordination of Departmental action, questions arising out of applications and enquiries from the public as regards Trade with an enemy country and to keep a register of decisions'.

It consisted of nominated representatives of the following departments: Treasury, Home Office, Foreign Office, Admiralty, War Office, Colonial Office, India, Board of Trade, Customs and Excise, and Privy Council.
