This Division was responsible for the co-ordination of the management of the Department's research establishments and represented them at Requirements Boards, within the Department and with major Departmental customers. It also co-ordinated the development of research programmes and facilities in the research establishments through the Council of the Research Establishments. It supported Departmental objectives to develop laboratory marketing and the strategy to exploit research.
The Division also had a management role in the co-ordination of estimates, staff and PES forecasts, the allocation of resources and monitoring of expenditure and staff.

The Division was set up in 1977 along with two other Divisions:- the Research and Technology Requirements and Space Division and the Research and Technology Requirements and Perspective Division. The Division was to concentrate on management matters including liaison with the research establishments, while the other two Divisions were to advise on scientific and technological policy matters. By 1982 there was a further reorganisation, the Division was abolished and its work undertaken by Branch 4 of the Research and Technology Policy Division.
