'Inauguration of Malta's new Constitution by the Duke of Gloucester brought together a distinguished company at the Palace Valetta. Included in the front row of this group of personalities are:- The Duke and Duchess of Gloucester between the Governor and Lady Douglas; the Metropolitan Bishop of Malta with Sir David Campbell, Lieut-Governor next to him; Admiral Sir Algernon Willis, C-in-C Mediterranean Squadron and (second from right) Dr. P. Boffa, Prime Minister.'
