OFFICIAL VISITS: Pemba: The District Commissioner meets the people. 'These pictures are of Pemba, a comparatively unknown island lying to the north-east of Zanzibar. Pemba's population consists of about 100,000 people - Arabs, Africans and Indian - who work together with a singular absence of the racial feeling and political strife so prominent in the world today. The administrative head of the island is the District Commissioner, who is, in turn responsible to the British Resident in Zanzibar. Each of the islands five sections is under the control of a Mudir, who is responsible for the adminsitration of his district to the D.C. Under each Mudir is Sheba - an official who acts as a link between the people and the administration. Each islander has the right to appeal over the head of his Sheba if dissatisfied with any decision, and can carry his appeal right through to the British Resident.
