Administrative / biographical background

The Joint Industrial Council consisted of representatives of the government as an employer (Official Side) and civil servants as employees (Staff Side). The object of the council was to secure co-operation for efficiency in the public service combined with the well being of employees. It also provided a machinery for dealing with collective grievances.
