A complete series of Departmental Whitley Council and Departmental Industrial Whitley Council minutes has been preserved. They were selected for preservation in the period prior to HMSO's privatisation.
The Whitley Councils were established in 1920 in the Stationery Office. Senior staff and staff representatives met periodically under the chairmanship of the Controller to discuss all matters which affected the conditions of service of staff.
