Administrative / biographical background

The Housing Division was set up within the Welsh Office following the transfer of the functions from the Department of the Environment in 1974. Initially it was part of the Local Government and Housing Group, where it remained until around 1986. From then until the re-organisation of the Welsh Office following devolution in 1998, it became part of a larger grouping which included Education, Health, Environmental aspects, Transport and Highways, and Planning.

The Division was responsible for all aspects of Housing policy, including the formulation and implementation of legislation, financial implications, the administration of improvement grants and development of policies covering slum clearance and urban renewal.
