Description

Defence: Enquires how the salary of the Staff Officer should be apportioned. Report on progress on musketry instruction and target practice, formation of a rifle club. States that a compulsory defence force for the Windward Islands may have to be considered. Indicates general apathy towards defence and unwillingness to take on the cost.
