In the Advisory, Conciliation and Arbitration Service (ACAS)'s early years, the organisation conducted inquiries into the industrial relations of a variety of industries at the request of the participants or senior politicians. The inquiries were sometimes requested as a result of a series of disputes in an attempt to improve industrial relations and prevent further stoppages.
