French penal settlement at Tahiti.
Transmits copy of telegraphic correspondence with Governor of New Zealand and copy despatch to Lord Plunkett respecting possible French penal settlement at Tahiti; asks if Colonial Office telegram of 2 May can be published but this is advised against as likely to prejudice French Government adopting an attitude favourable to New Zealand.
