Adoption of proposals by British and American experts.

Samoan Claims (French and Danish): conveys message from Mr J Ridgely Carter to effect that United States of America have adopted proposals drawn up by British and American experts; no reason why His Majesty's Government should not proceed to pay their half; United States only waiting for appropriation by Congress to pay theirs.
