Protection of seal life.

Protection of seal life in islands recently acquired by Japan from Russia: acknowledges papers 18194 and 20185 and awaits Sir W Laurier's reply to Mr Root's proposals before communicating with Canadian Government, whom Colonial Office desire to consult before making further observations respecting articles IX and XI of treaty of Portsmouth.
