Sent by Sir John L Harrington, the British Legation, Adis Ababa, 16/11/1906.

Transmits copy of notice of a levy of 10% on merchandise transported on Jibuti railway in Abyssinia from 15 November 1906; describes action of French Colonial Office and the attitude of King Menelek.
