Sent by Lord Cromer, the British Agency and Consulate General, Cairo, 23/11/1906.

Transmits telegram from Sir John Harrington suggesting delay to building new British Legation until after January; is supplying pipes for water supply to Russian Legation where British staff will take refuge in event of disturbances.
