Sent by Sir John L Harrington, the British Legation, Adis Ababa, 20/08/1906.

Advises joint defence of foreign Legations at Adis Ababa is impossible due to their locations: includes map to illustrate and a proposal submitted to him unofficially by the French Vice Consul.
