The Registrar and his staff are appointed by the local registration authority and are deemed to be employees of that authority. The registrar's functions however are laid down in Acts of Parliament and regulations made under these acts. In exercising these functions he is subject to such instructions and directions as the registrar general may give and the registration officers' handbook contains a series of instructions issued for the guidance of registration officers.
