Convention with Germany regarding the Neutral Zone: transmits a copy of Captain Morris' letter which gives the impression that he believes the agreement with Germany to be concluded and that he intends to take 230 men to enforce British authority in Dagomba; Governor regrettably reports that he was unable to instruct Major Morris to postphone his action until the Convention had been ratified and that he has not been informed of the outcome of the expedition.
