The Forest Conservation and Watercourses (Protection) Bill: transmits final draft for approval; explains certain provisions and amendments that have been suggested; transmits 6 copies of the Bill and 6 copies of the Regulations [not in item]; states that the principle provision is the issue of licences for extracting timber, rubber and Kola-nuts; critical of the 'class of middlemen-brokers' that has 'sprung up in this Colony' and their increasing dominance of the rubber industry; blames these rubber brokers for causing trouble in Assikasso.
