This series contains Parliamentary Bills and Memoranda including, where appropriate, drafting notes, significant correspondence relating to the preparation of the legislation, opinions and memoranda, and related correspondence.
These leather-bound volumes contain the printed Bills together with some weeded documentation and reflect the translation of policy into legislation. They give a valuable historical insight into the process at the highest level. Individual sponsoring government departments when considering further legislation often need to consult the original Office of the Parliamentary Counsel records when they have not retained or transferred their own records on legislation that they sponsored.
Some very early records pre-date the establishment of the Office of the Parliamentary Counsel in 1869 and are a unique record of the Victorian parliamentary legislative process.
