The Territorial Division was created during the 1982 HM Treasury re-organisation. The functions of the Territorial Division included Northern Ireland, Scotland and Wales, Public Expenditure Survey Programmes; control of complementing, general administrative expenditure and manpower budget in Scottish, Welsh and Northern Ireland Offices.
