The records in this series concern general, direct and indirect policy making by HM Treasury. From 1986, the records include national insurance, social security benefits, pensions, demographic studies and their impact on the the social security financial envelope.

'EAT' prefix denotes the registry theme 'Economic Aspects of Taxation'. The direct successor 'ETSS' prefix denotes the registry theme 'Economics of Taxation and Social Security' to reflect the wider orbit of the new Division to include some aspects of the Social Security financial policy.

The series includes records originally intended for the series T 642.

Administrative / biographical background

These records were created by 'DEU 1' team of HM Treasury - which denoted Domestic Economy Unit 1 of the Economics of Industrial Expenditure Division. The DEU team was part of the responsibility of the Deputy Chief Economic Adviser.

The ETSS prefix was a direct successor prefix to EAT prefix from 1987. The ETSS prefix initiated by the Economics of Taxation Division (under the Micro Economics, Statistics and Operational Research Group and thereunder the Economic Adviser sector) in 1986. From 1987 to 1988 the prefix was taken over by the Economics of Taxation and Social Security Division (Deputy Chief Economic Adviser sector). From 1989 to 1993, the prefix was taken over by the Economics of Taxation and Social Security Division (as part of the Public Finance sector). For 1994, the prefix was controlled by Economics of Taxation and Social Security Division (part of the Fiscal Policy group and thereof Fiscal and Monetary Policy sector). From 1995 to 1996 the group name changed to Tax Economics group and the sector name changed to Budget and Public Finances Directorate. In 1997, the group name only changed to Tax Policy.
