The Potteries Junction Railway Company was formed with the support of the North Staffordshire Railway Company to oppose the proposed Shrewsbury and Potteries Junction Railway Company (supported by the Great Western Railway Company).

In the Potteries Junction Railway Bill 1863, it was originally proposed to construct a railway from Silverdale to the London and North Western Railway Company's line at Madeley but when the London and North Western's support was not forthcoming, the North Staffordshire Railway Company changed the proposal to a railway between Silverdale and Market Drayton. Although the Shrewsbury and Potteries Junction Bill was given preference by Parliament as being first in the field, it was subsequently rejected.

The Potteries Junction Railway Scheme was successfully reintroduced in a North Staffordshire Railway Bill in 1864 as part of that company's system and not as a separate railway company.
