This series consists of the registered files of the Enterprise Initiative Division. The files relate to the Consultancy Initiatives Scheme which was a core element of the of the Department's Enterprise Initiative policy in the late 1980s and into the 1990s. The Scheme was introduced to encourage small and medium sized enterprises (SMEs) to improve their business competitiveness. This was to be achieved by providing SMEs with access to Enterprise Counselors covering a range of strategic management consultancy services.

The EQ and EN series were used by the Enterprise Initiative Division. The Division was responsible for policy on the Enterprise Initiative Consultancy Scheme, its delivery and for considering successor arrangements.
