Administrative / biographical background

Following accession to the EEC, the divisions dealing with meat matters were reorganised along product lines rather than subjects and the duties of the Division responsible for livestock covered, among other things, the oversight of the import and export of livestock to ensure the maintenance and improvement of the UK's breeding stock.

In 2002, the Commission Decision 2000/68/EC was announced with the intention to prevent horses being slaughtered for human consumption which had been administered with medicines in the previous six months that had not been authorised for use in food producing animals. One of the main requirements of the Decision was to require all horses to have passports. Policy surrounding this decision and its implementation within the UK fell to the Pets and Quarantine Branch of International Trade Division. Alongside the issue of horse passports was the setting up of a National Equine Database.
