The Polytechnic and Colleges Funding Council (PCFC) was set up by the Education Reform Act 1988 and first met in April 1989. The Council was responsible for administering funds made available by the Secretary of State for the provision of higher education and the undertaking of research in educational establishments other than universities. The PCFC also advised the Secretary of State on higher education policy as it affected the sector.
It was responsbile for distributing funds to institutions from April 1989 onwards and inherited a number of functions previously carried out by the National Advisory Body for Public Sector Higher Education (NAB). The PCFC took on a more executive role than NAB and was responsbile only for higher education in the polytechnics, designated colleges, specified courses in colleges under local authority control and an number of grant aided colleges.
The PCFC was abolished by the Further and Higher Education Act 1992 when its functions were taken over by the Higher Education Funding Councils for England and Wales.
