By Act 50 Geo III c93 (1810), provision was made for improving and completing Harbour of Holyhead, and under Section 1 Commissioners were appointed to carry Act into execution. These Commissioners were discharged under act of 1823 (4 Geo IV, c74), and new Commissioners were appointed under Section 27, and road from drawbridge along Turkey Shore road to new Graving Dock was vested in them.
By act of 1833 (4 Wm IV, cap.43) Commissioners were discharged and their powers vested in H.M. Commissioners of Woods, Forests, Land Revenues, Works and Buildings.
Mr Rendel, past President of Institute of Civil Engineers, was requested by Lords of Treasury in 1845 to furnish plans and estimates for new harbour and made report for improved harbour accommodation in 1847; Act of 10 & 11 Vic, cap.76 (1847) was passed to enable detailed plans to be carried out.
Chester & Holyhead Railway Company was authorised under their act of 1847 (10 & 11 Vic, cap.238) to execute certain works at Harbour. This Act was repealed by act of 13 & 14 Vic, cap.111 (1850) which authorised Commissioners of H.M. Treasury to authorise Company to construct such works as they should think fit.
By act of 15 & 16 Vic, cap.42 (1852), powers with regard to Holyhead were transferred from H.M. Commissioners of Woods & Forests &c. to H.M. Commissioners of Works and Public Buildings, and by act of 17 & 18 Vic, cap.44 (1854) they were transferred to Commissioners of Admiralty.
Under Act 25 & 26 Vic, cap.69 (1862) these powers were transferred to Board of Trade.
Powers and duties relative to Harbours, Docks and Piers were transferred to Ministry of Transport under Ministry of Transport Act 1919, and under Section 69 of Transport Act 1947 these powers &c. were to become vested in British Transport Commission upon an appointed day to be determined by Minister. By Statutory Instrument 1948, No. 365, 1st April 1948 became appointed day. British Transport Commission Act 1959, Part IV, sets forth powers of Commission relative to Holyhead Harbour.
