Folios 337-338: enclosure with folios 335-336. Letter dated 16 February 1808 by Alexander Mackenzie, Captain Royal Marines, to Sir Home Riggs Popham. States as it has been the practice when any Settlement of considerable Importance has been taken by the conjoint Operations of Army and Navy, to give Brevet Rank to the Senior Royal Marine Officer who landed, and as this prictice was particularly attended to when the Cape of Good Hope was taken last War by Lord Keith [Sir George Keith Elphinstone (1st Viscount Keith)] and Sir James Craig, by giving the Brevet Rank of Lieutenant-Colonel to Major Hill. He hopes the Admiralty will consider his case having been the Senior Royal Marine Officer at the Capture of the Cape [Colony]. He could not apply earlier because he was Senior Royal Marine Officer at Buenos Ayres who landed where he was severely wounded and taken Prisoner. He also understands it is the Custom to apply through the Senior Naval Officer.
