Folios 420-421: John Phillimore, HMS Bellette, Great Nore. He has enquired into the swamping of the boat on 7 [June 1807] off Southwold. It was due to the way the tides meet near the bar of the harbour and accidents frequently happen there to strangers who do not know the navigation and boats not adapted for that place. He consulted with Captain Tinling of the Sea Fencibles and they believe that if there was a signal established from HM ships to signal posts for having dispatches or intelligence to communicate, a boat might be sent out from the Sea Fencibles' Captain which would not detain HM ship and would mean dispatches could be landed even when it would be impossible for the ships' boats to attempt it.
