Folios 361-362: Charles Vinicombe Penrose, Sea Fencibles, Padstow. Several of the Sea Fencibles under his command have been balloted under the Training Act. The men had concluded that their enrolment in the Sea Fencibles would prevent them being called upon for other service. Asks for directions how to respond to them.
