Folios 162-163: Charles Frederick Payne, HMS Adelphi, Malta. The owners of this ship have not complied with the orders to put her on the establishment of a hired armed ship, and to provide him with an additional complement of men. She has a complement of 6 men unable to navigate her without assistance. He was given to understand he would have a vessel on his arrival in that country. Nearly 8 months have passed and he has been lying in the harbour nearly 6 without any prospect of being actively employed. Asks to be recommended to the Commander in Chief Lord Collingwood for removal to a sloop that might become vacant on that station. Lieutenant Robinson of the Marines was sent on board with 4 men from Woolwich to take charge of the rockets and stores at the request of Mr Congreve the inventor.
