Folios 201-204: Home Riggs Popham, York Place. Responds to a Navy Board Report relating to his conduct as Commanding Officer of a Squadron in the Red Sea, an anonymous pamphlet made public and that the matter was brought before the House of Commons. Advises that he had only responded in general terms previously because he did not have access to the documents he had requested. Advises his surprise that the Navy Board had relied on the Portsmouth Officers' evidence rather than on the ship's log and asks that the Board state why they departed from their usual practice. Encloses correspondence.
Folios 205-206: enclosed with folios 201-204. Letter dated 13 February 1805 by Home Riggs Popham, York Place to the Navy Board. Responds to the Navy Board Report about the loss of an anchor on 11 August 1804 and that the Sheerness Officers reported that it appeared HMS Romney only had one anchor of 50 cubits on board when she sailed to India, which was afterwards returned to Chatham. Advises HMS Romney never had an anchor of 50 cubits or returned one.
Folios 207-208: enclosed with folios 201-204. Letter dated 15 February 1805 by the Navy Board, Navy Office, to Home Riggs Popham. Responds to letter dated 13 February about an anchor on board HMS Romney. Attaches a statement of bower anchors received on board HMS Romney and states that in the Boatswain's stated accounts there appears to be a deficiency of one such anchor compared to the ship's log.
Folios 209-210: enclosed with folios 201-204. Letter dated 17 February 1805 by Home Riggs Popham, London to the Navy Board. Advises that they should rely on the Ship's log rather than the Lieutenants journals to invalidate the expenses of the Boatswain's stores. Advises that iron work for the bitts is charged in Mr. Hudson's bill and the bitts were wanted immediately on arrival at Diamond Harbour.
Folios 211-212: enclosed with folios 201-204. Letter dated 23 February 1805 by the Navy Board, Navy Office, to Home Riggs Popham. States that no mention is made of the Lieutenant's journals in their report but did refer to remarks made by the Portsmouth Officers about the Boatswain's expense book. Advises that on reference to the Merchant Builder's Bill at Calcutta, there does appear to be a charge for iron work for bitts.
