Folios 353-354: Charles Vinicombe Penrose, Padstow. Confirms completed examination of his district. Gives details from Port Isaac to Hartland. Has found a marked spirit of loyalty and ardour against the enemy pervades all ranks of persons from Lands End to Hartland Point. No boat, even for fishing, puts to sea on the coast in winter to the east of Boscastle. Fear is that many French sailors know about the coast due to their smuggling activities.
