Description

Folios 455-456: Charles Papps Price, HMS Badger, Isle of Marcou (probably Isles Saint-Marcouf off Normandy). He has send his Midshipman Mr Young to Portsmouth in the fishing boat Victoire whose master is John Jolley to underline the fact that he has received no supplies since the cutter HMS Rose left on 23 November 1801. There are so few provisions locally that he is daily looking out for her return. The situation is exacerbated by the fact that when he tried to buy provisions in the local markets the Customs Officers refused to let them take them on board. He has applied to the Marines Commissary with no result. He sent Lieutenant Samuel Thomas to Mr Adams, who agreed privately to send him a small amount, but still there is no sight of the boat bearing them. As a consequence he is reduced to smuggling small amounts locally but the master of the boat engaged in this activity is now demanding 12 Louis a week. Which payment he hopes the Admiralty will sanction. All the local fishermen have been forced into service in the War and furthermore a rumour is circulating that there is an embargo on all British vessels at Cherbourg which makes him fear that Lieutenant Samuel Thomas may not return. There is also trouble in Le Havre. He adds that the offers and men under his command are putting up with these difficulties in a way that makes him intensely proud.
