Description

Folios 378-379: Israel Pellew, HMS Cleopatra, Spithead. Covering letter for the enclosed letter from Mr Richard Choyce Sowden to Commissioner John Nicholson Inglefield, and likewise from the Commissioner to Captain Carew and from Captain Henry Carew to him, as also a copy of Mr Richard Choyce Sowden's 2nd Letter to the Commissioner and from the Commissioner to him. They will see by Captain Henry Carew's letter that the complaint has come officially to him as Senior Officer at Halifax,and that he should have thought it his duty to have tried Mr Richard Choyce Sowden by a Court Martial, had it been in his power, but the want of a sufficient number of Ships prevented him. He therefore thought it better to bring home Mr Richard Choyce Sowden as a prisoner to state his conduct to Admiralty, and to want their Lordships directions.

Folios 380-381: enclosure with folios 378-379. Letter dated 26 October 1801 by Henry Carew, HMS Pheasant, Halifax Harbour, to Israel Pellew, HMS Cleopatra. Covering letter for the enclosed letter from Commissioner John Nicholson Inglefield and also one to the Commissioner from Mr Richard Choyce Sowden of HMS Pheasant who is Able Seaman on the Ships Books and doing the Duty of Midshipman: as it appears to him that Mr Richard Choyce Sowdens' conduct is strongly marked with contempt and highly injurious to His Majesty's Service.

Folios 382-383: enclosure with folios 378-379. Letter dated 4 November 1801 by [Commissioner] John Nicholson Inglefield, Halifax Yard, to Israel Pellew, HMS Cleopatra. Covering letter for a copy of a letter he had received from Mr Richard Choyce Sowden, who it appears would be very glad to be at his liberty for which purpose he talks of a Reconciliation with him, as if he had been acquainted with him and seems to be perfectly insensible of the crime of placing himself at the head of the non Commissioned Officers assuming an independence of his Captain.

Folios 384-385: enclosure with folios 378-379. Letter dated 26 October 1801 by [Commissioner] John Nicholson Inglefield, Halifax Yard, to Israel Pellew, HMS Cleopatra. Covering letter for the enclosed very extraordinary letter which he received from a Mr Richard Choyce Sowden , authorised to write it (as he declous[?]) by the non Commissioned Officers of HMS Pheasant: If this is really the case, he has no occasion he is convinced to make any comment on the subject, as you will join him in your judgement, that not only the safety of the Dock Yard, but His Majesty's Service, requires that the most senior notice should be taken of it.

Folios 386-387: enclosure with folios 378-379. Letter dated 25 October 1801 by Richard Choyce Sowden - Midshipman, HMS Pheasant, to Commissioner John Nicholson Inglefield, Halifax Yard. Sunday Afternoon. States he is sorry that British Officers, should ever have cause to complain of their usage or accommodations; however, he begs leave to observe to you that there not being any place appointed for the reception of the non Commissioned Officers, of such ships as may be from time to time, refitting alongside of the Dock Yard, (which by the bye is a most unpardonable piece of neglect), the Midshipmen of HJMS Pheasant, have been obliged to put up with a part of the Capstan house, which is in this inclement season of the year, not fit to lodge a dog in; much less an Officer in His Majesty's Service, he requests they be allowed the privilege of a stove in the said place.

Folios 388-389: enclosure with folios 378-379. Letter dated 26 October 1801 by Richard Choyce Sowden - Midshipman, HMS Cleopatra, to Commissioner John Nicholson Inglefield, Halifax Yard. States previous to his writing to you this morning, he had applied to Captain Israel Pellew, who has been kind enough to say; if he could effect a Reconciliation with you, he would look care the impropriety he should been guilty of, therefore he shall take it as a particular favour if you will be so kind, as to withdraw your Representation to their Lordships, while it is yet in your power. He apologises.
