States as he considers it his duty to point out those characters which he thinks highly deserving, and are so much consequence in every class of ship as Warrant Officers but more especially in Ships of the Line. He request the following Warrant Officers:- John Rickson - Boatswain, John White - Gunner & Francis Barton - Carpenter, as men he recommends.
