Folio 211: Home Riggs Popham, London. Encloses a response to the allegations made against him in the accounts of Messrs Parish & Co of Hamburg on his conduct in the Elbe and states he believes they have testimonials from the Duke of York pertaining to his service in Flanders and Holland. Request to be appointed to a command and if not, permission to serve as a volunteer, Folio 212-226: enclosure with folio 211. Letter dated 25 January 1797 from Home Riggs Popham, London to the Admiralty. Response to the allegations made against him, which will not be subject to examination at a Court Martial or Court of Inquiry but which he feels need to be brought to their attention. Outlines his conduct in engaging Transports at Hamburg in the months of July to September 1795. Reports the first instructions received from Rear Admiral Christain on 12 July 1795 followed by additional letters from
