Folios 179-180: William Pierrepont, HMS Naiad, Downes. Response to a request to state his actions. States he did not refuse giving instructions to 3 Masters of Portuguese vessels the day before he left Elsinore. He did so because the Portuguese nation at that time was in enmity with the French. He did tell them they had permission to sail with him and the convoy. States he was at a loss to know what to do and the Consul could not advise him.
