Folios 171-172: Thomas Parr, Sheerness. States be pleased to inform their Lords Commissioners of the Admiralty thet he has read the contents of their letter by Lieutenant Buller to the Ship's Company, and am concerned to say they could not be brought to their obedience without a Pardon; every pursuation on his part was urged and had he personnally been authorised to promise there Pardon, they say it would have been sufficient. He shall not cease his endevoures, but fear unsucessfully, without His Majesty's general Pardon.
