Folios 382-383: Arthur Phillip, London. Recommends Boatswain Thomas Brooks as worthy of promotion. Recalls that in 1786, when HMS Sirius was fitting out, Captain Philip recommended Mr Brooks, then Boatswain of HMS Success, for appointment to the Sirius. She was wrecked at Norfolk Island in 1790 and Mr Brooks has just returned to England and been appointed to HMS Pallas.
