Description

Folios 255-256: Edward William Campbell Rich Owen, HMS St Lawrence. Encloses a copy of the communciation from the Commissary General and the instructions Captain Owen has therefore given. An arrangement for payment of the Officers on the Lakes is needed due to the impossibility of obtaining cash in the present state of that part of the Colony. The situation of the Second Masters of the smaller vessels deserves attention and he thinks they should be allowed to draw from pay, as other Officers do, until further instructions are received, Folios 257-258: Copy letter dated 6 September 1815 from W H Robinson, Commissary General, Quebec, to Commodore Edward Owen. Sends a copy of a letter receieved from the Commisary in Chief, directing no further advances of cash, or any allowances, be made to any person connected with the Department of the Commissioners of the Navy, except the Naval Storekeeper and other authorised agents. he has given the necessary instructions and confirms that money transactions will solely be handled by Mr Laws, the authorised Naval Storekeeper.

Folios 258-259: enclosure with folios 255-256. Copy letter dated 30 June 1815 from James Drummond, on behalf of the Commissary in Chief, Quebec, to Commissary General Robinson. Advances of cash have been made by Commissionary Officers on foreign stations to people who are not considered entitled to receive money under the late Regulations. The Lords Commissioners of the Treasury have decided this will not continue. In future, payments may only be made by the Naval Storekeeper ot other authorised agents.

Folios 259-260: enclosure with folios 255-256. Copy letter dated 6 October 1815 from Edward William Campbell Rich Owen, HMS St Lawrence, Kingston, to Edward Laws, Naval Storekeeper. Encloses a letter from the Commissionary General. In future, Mr Laws should draw from the Commissariat all sums needed for every branch of the Naval Service upon the Lakes. Proceeds to give detailed instructions for the various categories of payments.

Folios 261-262: enclosure with folios 255-256. Copy letter dated 6 October 1815 from Edward William Campbell Rich Owe, HMS St Lawrence, Kingston, to Arthur Gifford, Agent Victualler. Informs him that advances to the Agent Victualler for the Hospital and Victualling departments will be made by the Naval Storekeeper, witht he approval of the Senior Officer. Encloses a copy of his instructions to the Naval Storekeeper. by Edward William Campbell Rich Owen to Captains, Commanders and Commanding Officers on the Lakes of Canada regarding payments to Officers of the Royal Marines.

Folios 265-266: enclosure with folios 255-256. Copy of a General Order dated 6 October 1815 by Edward William Campbell Rich Owen to the Captains and Commanders of His Majesty's ships and vessels on the Lakes of Canada, regarding payments to the Second Masters in schooners and small vessels employed on the Lakes.

Folio 267: enclosure with folios 255-256. Copy letter dated 9 October 1815 from Edward William Campbell Rich Owen, HMS St Lawrence, Kingston, to Edward Laws, Naval Storekeeper. Encloses a copy of the order issued regarding payments to Officers of the Royal Marines, who will now be paid in the same way as teh Officers upon the Lakes, as detailed in the letter of 6 October.
