Folios 199-200: Edward William Campbell Rich Owen, HMS St Lawrence, Kingston. Sends a copy of the letter he sent to His Majesty's Minister in Washington. All the details are contained in the letter, but adds that Lieutenant Vidal was called on for security of $6000 to appear before the Supreme Court at Detroit on 10 September. Depositions had been taken which greatly exaggerated and misrepresented the circumstances. In addition to the charges made, the Magistrates add those of the deserter, despite the man's bad character. He praises Lieutenant Vidal's conduct.
Folios 201-204: enclosure with folios 199-200. Letter dated 9 September 1815 Edward William Campbell Rich Owen, HMS Confiance, off Sandwich River, Detroit. Sends a copy of correspondence between himself and the Governor of Michigan Territory about an Officer under his command who he has detained for an alleged offence against laws of the United States. Summarises the events of the night of 3 September, when HMS Confiance was at anchor at the head of the St Clair River. Lieutenant Alexander Vidal was sent by Captain Owen to chase thieves who had run off with two boats and was arrested. Very lengthy description of the incident. Sends copies of letters from himself to the Commanding Officer at Detroit and the replies. He advised Lieutenant Vidal to apply to Colonel James, the Military Commanding Officer at Detroit for assistance. Sends an affidavit from the man accused of stealing the boat. Has attempted to resolve the matter diplomatically.
Folios 205-206: enclosure with folios 201-204. Copy letter dated 10 September 1815 from Edward William Campbell Rich Owen to Anthony St John Baker. Protests that the man who General Harrison and Mr Graham are intent on pursuing with charges has been in the Navy for 4 years, and is of good character. It suits their purpose to have a British Officer in detention, but the charge is vague.
Folios 207-208: enclosure with folios 199-200. Copy letter dated 5 September 1815 from Edward William Campbell Rich Owen, HMS Huron, Detroit River, to Commanding Officer of the United States Troops, Detroit. Request to release Lieutenant Vidal, and recover the stolen property taken by persons from HMS Confiance.
Folios 209-211: enclosure with folios 199-200. Copy letter dated 5 September 1815 from Lewis Cass, Detroit, to Captain Owen. Captain Owen's letter of 5 September has been referred to Mr Cass, as Governor of Michigan Territory, by General Miller, Commander of the United States Troops. Explanation of the reasons for Lieutenant Vidal's arrest.
Folios 211-213: enclosure with folios 199-200. Copy letter dated 6 September 1815 from Captain Owen to Governor Cass. Responds to the letter of 5 September with the circumstances of Lieutenant Vidal's arrest, and not the general principles laid out. Gives further details about the circumstances, including the fact that the man apprehended by Lieutenat Vidal was a British sailor who had been landed on US territory against his will. This was not a case of desertion. Thieves had stolen boats and possessions. There has been misrepresentation of the facts. Argues for the release of the Lieutenant.
Folios 213-215: enclosure with folios 199-200. Copy letter dated 7 September 1815 from Lewis Cass to Captain Owen. Responds to the letter of the previous day. Argues for the return of the man apprehended by Lieutenant Vidal, whether or not he was a deserter. Wishes to have the matter resolved. Stresses they do not encourage deserters, but they are protected by law.
Folios 215-216: enclosure with folios 199-200. Copy letter dated 7 September 1815 from Edward William Campbell Rich Owen, HMS Confiance, Detroit River, to Governor Cass. Responds to the letter of 7 September 1815. Regrets they cannot agree. He has attempted conciliation and believes Captain Owen has not cooperated. The law must take its course.
Folios 217-218: enclosure with folios 199-200. Affidavit dated 10 September 1815 by Thomas Rymer, sworn before R Pattinson, Justice of the Peace, Sandwich. States he did not claim Protection from the United States, and volunteered to return to his ship.
