Folios 223-223A: Commodore Sir Edward William Campbell Rich Owen. [Admiralty note] "I am of opinion that these accounts should be sent to the Navy Board with orders for the charges to be placed against the respective Parties. - Whatever relates to the [Royal] Marines, as well as the Seamen falls under the cognizance of the Navy Board on the present occasion.

Folios 225-226: enclosure with folios 223-223A: Commodore Sir Edward William Campbell Rich Owen, HMS Persus, Quebec. To Admiralty. Dated 24 May 1815. States his letter dated 17 May 1815 No 19 will have acquainted the Admiralty with the reports which reached this place of the loss of HMS Penelope. Captain James Galloway with the Officers and remainder of her Crew, arrived here yesterday from Garpe in two Transports and he encloses his Report of the unlancholy accident by which that ship was wrecked. The Representation made by Captain James Galloway of the general insubordination which prevailed amongst the Crew has induced him to solicit that His Excellency Sir Gordon Drummond the Commander of the Force will give circular orders to search for and arrest those men who have so shamefully deserted from their Officers and Comrades.

Total of Drowned 37, Deserters 47 and Present this day 59 = Grand Total143 with one since died.
